Section 504 does not cover students with learning problems which are solely attributable to economic, environment and/or cultural disadvantages. These factors cannot alone be a determining factor as to whether a person is disabled.Some examples of these factors are:
- Homelessness
- Migrant
- ESL
- Poverty
- Cultural factors
- Attendance Problems
- Transiency
- Divorce
- Death of a family member and other family crises
- Military deployments
